Respec Enhancement scroll bar disappears

its been doing that for me also, for a very long time now. I dont remember when it started. Its not a big problem, just slot other stuff and eventually they will all be in view and accessible again.

Respecing, pick powers... place slots... start placing enhancements and suddenly the scroll bar in the enhancement window disappears. I can no longer access all my ehancements. I am respecing a level 50 character.
It has happened on two characters so far. Once it did it on the first slot, another I got about 10 slotted and it disappeared.
I have filed two bug reports.
Anyone seen this before?
