What's the conventional wisdom on slotting these powers?

Slot them well?

More elaboration would be nice. A build would be better. Sets interact with each other and have to be chosen for the entire build, so telling you to put X set in X power won't work well. Basic slotting of generic IOs or SOs should be common-sense.

General consensus is to slot for typed defense, then for hit point bonuses, then for +regeneration. +Recharge is all-but-useless to Willpower, so your primary's needs govern how much emphasis you put on +recharge.

I should add that it's pretty hard to get to the soft cap without giving up other stuff in your build, BUT Willpower performs pretty well even below the softcap. Some people shoot for 32.5% so they can hit a small purple insp. to reach the soft cap; you'd also benefit from some defense slotting even if you have less than that.

Do you have a build? If not, dig up any willpower build on these forums, adapt it to fit your primary and ancillary sets, and re-post it here. Not many people will take the time to make builds from scratch for everyone who asks. Helping someone modify a build is much easier than making a new one.

You also need to consider your goals for the character. Do you want to be the ultimately defensive character or do you want a good amount of offense with enough defense to survive most situations?

At the very least, read the guides in the sticky. That might give you some direction on basic slotting tactics, but likely won't help with set bonuses.

Assuming you mean IOs here...

Kinetic Combat and Reactive Armor, these are your friends, as a Willpower user.

You only need to slot for enough +RCH to obtain the ST DPS chain you want to obtain. This is where the build becomes tricky.

BF-Attack Vitals Combo-Repeat is easier to obtain than say Storm Kick-CS-SK-CAK-Repeat.

Adding in Hasten to the build make obtaining some of those DPS strings easier, but keeping Hasten perma becomes (imo) a bit harder, when trying to at least get close to 45% S/L/E/N Defense.
