Pretty sure that the power still needs to be active in order for it to Proc.
Tech Support Rule #1 - They will lie to you. Usually intentionally.
These are indeed procs, and they still work for 120 seconds after activation. For instance, you can put them in a heal other or heal aura power, and for 120 seconds after you heal you will benefit from the regen and recovery boosts.
If you put them in a toggle, however, they stop working as soon as the toggle is turned off.

I had read also that the proc would stop working when you turned off the toggle. I have +Stealth in my Sprint slot which works great. I was at a costume contest the other night and wanted to turn the stealth off. Even after turning off the toggle the steal stayed active for a period of time.
I expected it to turn off??

This works for the similar proc120s as well. First thing into a mish, you're extra buffed.
I noticed that (in Mid's) Numina's +Regen/+Rec no longer has "for 120 seconds" in its description. Does this mean that the power in which the Numina's is slotted no longer needs to be activated or toggled on in order to get the bonus? If so, is the same true for Miracle +Rec and Regenerative Tissue +Regen?
It would be nice to be able to slot these in something other than an automatic health power.
