By level 20, Tyrant has been exposed as the supervillain he is, and it'd be hard to continue with "shades of gray" story mechanics - the big revelation happens by 20 - that's the climax of the GR storyline, and after that, the loyalist path comes to a dead end, because serving Tyrant isn't intended to be a long-term option for players.
The Incarnate system is written and built around the idea that Tyrant and the loyalists are so evil and dangerous, that everyone needs to unite to fight them - and when there aren't even separate Hero and Villain Trials, there certainly wouldn't be any loyalist Trials.

I've had the (mechanically unfeasible, more than likely) idea that the 20-50 Praetorian content could be crazy villains who become Tyrants lieutenants (since he shares his uber power with them) and fight against the Primals in the ultimate trial/PVP/end of story event.
The filename of the image appears to bear that out.
