Hey I'm lvl 10 and I just got billie heck as a contact, my friend who's leveling with me did the same. Problem is, Billie is active for him and inactive for me. I'm stuck and I don't wanna get left behind, help please?

Billie Heck is a level 5-9 Contact. Once you train up to level 10, you will only get missions from him if you have an uncompleted Story Arc. Billy has two arcs, but I rarely get to play the second arc because the first arc usually drives me up to level 11.

Your friend is still seeing Billy as an active contact either because he did not train up to level 10 before talking to Billy again and getting his next arc or because he has not yet completed the first arc. Even though you can't continue with Billy as a contact, there is no reason that the two of you can;t do Billy's second arc together. The only things you will be missing out on is the story arc completion XP (less than 1/2 of the XP required to get from level 10 to level 11, and you will probably be level 12 or 13 when you complete the arc) and the Temp power at the end of the second arc.

New story arcs coming soon (ARC IDs will be aded when I finish the arc):
So, you want to join the Hellions? (level 1-14 Villainous arc)
Sparks & Steel (level 5-20 Heroic arc)
and
So you want to join the Skulls? (level 1-14 Villainous arc)

How do you mean "left behind?" You'll still be able to get contacts in the next zone, etc. and run the missions with him - though he may just pass your friend on to the next guy. Are you in a leveling pact?

I reached lvl 11 and still no missions from Billie. Do I gotta go to a different zone to get a new mission?

Billie is level 9, max. You passed him already.

IIRC, you have to do 3 newspapers missions (from Mickey the Ear or Drea the Hook) and then they'll give you The Radio as a contact. The Radio goes up to level 14. Then I think you pretty much have to go to Cap au Diable, the next zone.

Addendum: I've asked before about the dev's "redoing" some low level villain content and removing the newspaper missions as a requirement to get new contacts.

Here's another great reason to do that: it's unintuitive that you're supposed to go back to newspaper missions when you run out of content like this. People assume the game is broken instead.
