I haven't had an active account since early 2007 and decided to come back and dive right in... problem is I am having trouble finding up to date guides for powersets/ archetypes. My question is where do i start? Where can I find relevant info/ guides on creating primary/ secondary sets. I'm interested in trying all of the archetypes, but want to do so effectively. If I'm looking at an out of date guide how far back can I go before it is irrelevant? Thanks for any help... I really want to get into CoH this time around.

Most sets haven't changed too much in the last few years. New sets have been added though. That being said: Dominators got a bit of a switch, but didn't really change their sets. Basically their damage got set to be more consistent verse being boosted by domination, and now domination only affects your control strength. The only other real change to specific powers I can think of is electric armor's conserve power was changed out to energize, which is less powerful but has a healing aspect to it instead to help balance it out with issue 16. A few other tweeks have been added, like MMs upgrade powers get all of your pets at once but take more end (though that is about to change again to less end needed in issue 20.5 soon). Issue 20.5 will have some new changes for buff sets as well in that some of the currently single-target shields and such will be made targeted AoEs instead, so that's something to consider.
Inventions that have been added as well as the new incarnate stuff affect the builds but its best to get a good feel for the current game now before trying to learn those because there is a bit of a learning curve to it. There's information about that stuff on the wiki (link above).
As far as up to date guides, they're scattered around now more or less. Its usually best to just go to the section of the forums for the AT you're wondering about and ask for info or suggestions. They'll give good advice or point you to it pretty quick there. The build planners (link above) are a good tool for just playing around and seeing the numbers for various things. MIDS, the non-online one, is most up to date.
Use the wiki to look up specific information about nearly anything in the game. I've put a link to the main page as well as its descriptions of each issue and what they've added to the game at the top.
Off the top of my head, the new sets since around you left:
Villain Epic ATs
Dual Blades (scrapper, stalker, brute primary/tanker secondary)
Willpower (scrapper, stalker, brute secondary/tanker primary)
Shield Defense (scrapper, brute secondary/tanker primary)
Pain Domination (corruptor, mastermind secondary)
Earth Assault (dominator secondary)
The following need the Going Rogue Expansion (which I recommend getting)
Dual Pistols (blaster, corruptor primary/defender secondary)
Kinetic Melee (scrapper, stalker, brute primary/tanker secondary)
Electric Control (controller, dominator primary)
Demon Summoning (mastermind primary)
There were also a few rounds of proliferation of existing sets to new ATs

I think the biggest change to builds recently was Stamina and the whole fitness pool are now inherent. You get Stamina at level 2 now, automatically, and you don't have to sacrafice powers anymore to get it at level 20.
Most build guides don't reflect this. But, you can just add three powers to the build guide that you want, and you're good. This lets you get in another attack or two, and some defensive or utility powers. Stuff that's good but the guide advises to leave until the 20's can be taken right away.
The other thing is that IO sets have made builds complicated enough where it's better just to ask in the Archetypes forums what you should do for IO slotting. The guides still work fine as leveling guides. For leveling slot with regular SO's until level 30, or even all the way to level 50. IO sets are really a kind of end-game exercise, although some folks like to start playing with them earlier. But you should ask in the forums for levels past that, as IOs are really critical for getting top performance out of your toon.
Lastly, you have a 2nd build now. At level 10, you can switch to a new build that you can re-level up. It's basically a free respec. I'd advise that you save this feature until you are sure what you want to do with it. Play up to level 28 at least to get a feel for your character's powers, and ask around what's good. After you think you have a good build ready to try, you can respec then with your 2nd build.
P.S. EATs and VEATs are now unlocked by getting a Hero or a Villain, respectively, to level 20, not level 50. If you have a toon over level 20, just log them in to unlock the corresponding epic archetype.

Mid's Hero Designer: An absolutely ROCKIN' tool for planning out builds ahead of time. Play around as much as you want and never waste inf. The standard format for sharing builds on the boards.
Titan Sentinel: A nice little tool for tying into the Titan City Info Terminal project at http://cit.cohtitan.com. But the MUST HAVE feature of this program is that it allows you to actually export your LIVE build from the game into Mids. Even if you don't use CIT, this is more than enough reason to create an account and download this program.
Vidiot Maps: A nifty map overlay that's critical for badge hunters. Direct link to the Sourceforge Page.
