Call to Justice is a temp power that is basically a placeholder for the Justice power, which is the Hero Alignment power (it's an AoE Acc/Dam buff)
If it disappeared, it should mean the timer counted down and you now have the Justice power. The timer is 7 days if I recall correctly.
If you already had the Justice power itself and it disappeared, I don't know what to tell you.
Edit: Nevermind, mistaken power name. The one that is supposed to disappear is Countdown to Justice.

Right, nowhere to be seen. Unless there's some way to get rid of it other than doing non-Hero tips, I'm pretty certain it's a bug. Just seems like a weird one.
Next most obvious question: That character hasn't changed alignments, has it?

He did say that the character still has Hero Merits, so I find that doubtful.
OP: Do you have either of the Justice powers (ie, "Call to" or "Countdown to")? If you have Countdown, you can just wait it out. If you have neither, then your options are to either switch alignments, switch back, reaffirm your Hero alignment again, then wait for the power to come back, or to petition, and hope a GM is willing to fix it for you.
Since you claim to have unspent Alignment Merits, I personally would go with the petitioning option, because otherwise you'll have to spend or lose the A-Merits.

Yeah, I have 11 unspent Hero Merits. 
I've had Call To on this toon before. I'll do my next reaffirm mish and see what happens. Just wanted to know if I was overlooking something before a petition, so thanks guys.
Have you done a respec ?
The last time I did a respec, it made my alignment power go away.
I figured it was intended to and didn't give it a second thought (I rarely bother to use the powers anyway), but perhaps it was actually a bug happening....

Try relogging and in the NCLauncher, right-click on CoH and chose Repair.
Also try issuing the command: /powexecname "Call to Justice"

Good suggestion on the powexec. It didn't work. I did another Hero Alignment mish and got "Countdown" again (even though it awarded a Hero Merit rather than Reward Merit). I haven't respecced in a while, but did do a Synapse TF. That's all I can think of - as if the Synapse TF isn't painful enough.
