The only other things I see that concern me are the Unknown entry on the Anti-Aliasing and the lack of Service Pack 1. I don't think either one would cause this problem though.
It's possible that the video driver installation may be corrupted, and you did mention there were concerns about the video card (without any details). You could always download the 11.4 drivers but not install them yet, uninstall the existing drivers and the CCC from Programs and Features in the Control Panel, reboot into Safe Mode and run Driver Sweeper to get rid of the remnants of the old drivers, reboot into normal Windows and install the drivers from the downloaded file.
I'm not seeing any of the programs that are known to cause this type of problem in the HJT logs or anything really out of the ordinary other than what's been mentioned.
Are you running the Launcher as Administrator?
As Mandu said, try running it in Safe Mode to see if that will let the game launch.

Tried to start in safe mode, got an error message. "Detected video card or driver is currently unsupported. The game may run poorly or not at all with you [sic] current configuration." And then some stuff about drivers.
The Driver Sweeper thing is next, then. There has been some monkeying on that front--I did switch to my old vid card for a while, and I'm also using the hard drive from my previous desktop (which has already played merry hell with other drivers.)
So...start in safe mode, run Driver Sweeper, delete all the NVIDIA stuff, then...?
As for the Administrator thing...I'm...not entirely sure. Hadn't gotten any notices about it until yesterday, when I tried to run Helper/Hijack. THEY said I wasn't the administrator, then the CoH launcher also said I wasn't the administrator. But mine is the only profile on the computer. So I don't know.

OK. That let's us know that it's likely a setting that is hanging you up. So, launch the game in Safe Mode and one-by-one adjust the graphics settings and save them. I would even quit to the Desktop after making any change and see if you can get back in. If not, you know to launch in Safe Mode again and NOT change whatever that setting was. It's more time-consuming doing it this way, but it let's you know exactly which setting/settings is causing your problem.
As for the Administrator thing, Windows Vista and Windows 7 behave differently from previous versions of Windows.
Even if you are on the only account on the computer, there are some things you need to Run as Administrator to do correctly. It's a security thing for your protection. The easiest thing to do is to just right-click your shortcut to the launcher and select Run as Administrator. You could also right-click the shortcut and go to the Properties then set it to Run as Administrator on the Compatibility tab.

Update.
After running the game in safe mode on Wed. night, I also hit up Microsoft Update and got Service Pack 1 (which for some reason was not an automatic download.)
Did a test run of CoH in regular mode Thur. afternoon...and it loaded up just fine. Played with the graphics settings, jacked it up all the way into ultra mode, reset the resolution...and it always worked (well, not always...it got mad at me when I tried one of the res. settings, and booted me back into 800x600. But apart from that.)
So either the issue is something that got pushed to minimum by safe mode, and I haven't found yet...or getting service pack 1 solved the problem. Regardless, I'm taking the win.

Bought a new computer, so that I could play CoH better. Ran into several disasters which have been resolved, so now I have a functioning desktop...only, City of Heroes won't load. The launcher starts up, I click the "play now" button, the "Loading..." bar comes up...and then, nothin'. I tried to run it today and that loading bar sat there for an hour and a half before I finally gave up.
There are concerns about the video card...however, the internet has been working fine, and Blood Bowl will start up with no problems. It's just that since I bought this thing to play CoH better, and it won't run the game at all...yeah. Sucks a little bit.
