Rough estimate is 1030 total for you, removing things like Bug Hunter and Passport, as well as taking away the first Anniversary badge and at least 8 Veteran Rewards. I might have slipped and added in a couple of Mayhem side objective badges. Assumptions include that you never went even to Vigilante, or even did a single Vigilante tip, even with another player, and that your account hasn't lapsed since you first got it. It does include VIP, so you can subtract 1 for that if you don't have it. Confidence level is +/- 3 badges for the total.

I've a character that is blueside only (also present for 1st anniversary), but I'll have to quick guess to the total available to that character somewhere around 900 (possibly another +100 or so).
It doesn't have Bug Hunter, Passport, or 3 of the currently available veteran reward badges. It also doesn't have praetorian only badges (Avid Reader, Resistance, Loyalist, Moral High Ground), the praetorian duplicates, or the trusting badge (due to having Arriviste).
There are several one-off badges that I do have:
- Pursuer (Villains 1st anniversary)
- Celebrant (Heroes 1st anniversary)
- Reveler (Heroes 2nd anniversary)
- Merry Maker (Heroes 3rd anniversary)
- Entertainer (Heroes 4th anniversary)
- Jubilant (Heroes 5th anniversary)
- Exultant (Heroes 6th anniversary)
- Lucky (Heroes 7th anniversary. Currently available, but only until end of the month)
- Vigilant/Determined/True to the Last (Maintain an active account from August 15, 2009 to November 16, 2009)
- The Constant (Maintain an active account from Feb 14, 2011 to April 18, 2011)
- VIP/Destined One (CoH DVD badge)

I did much the same. Taking my badge total, everything a hero should be able to get minus Passport, and added Passport to get the the total possible, then went through the various pages on Badge-hunter subtracting villain and alignment stuff, and ignoring the Praet-only Accomplishments, Achievements and Accolades, as well as Bug Hunter, Passport, Celebrant, and 8 Veteran badges. However, I think I forgot to carry over a total from one of those pages, as a second look gave me about 32 more to exclude.
I'd now put the total at approximately 998 for GATE-keeper.
A rough estimate of what my next-highest character, one who has never touched any Vigilante or other tip missions, could possibly obtain, who has those 8 Veteran badges, but doesn't have 2 CoH Anniversary badges or the CoV Anniversary badge that GATE-keeper could have, puts her total possible at about 1009 without touching the alignment system beyond Hero tips and Morality missions. It's close, I'd expect 1003, given the above estimate and qualifiers.

Assuming that you do go to Praetoria to get those badges (since you don't have to switch sides to get them) and you at least do Hero and Vigilante tip missions, but not going so far as to do a Vigilante Morality mission, here are the totals that I come up with for you:

OK, so if I never switch sides, about how many badges can I get on blueside?
Just a ball-park figure, doesn't need to be carried out to the third decimal place
I started June 2006, so don't include any event badges before then (although I do have Reveler, not sure how).
