I don't think its possible for any toon to reach the regen cap without outside buffs (emps AB)
2~4 Dark Watchers in SoW sounds good to me. Whether or not the 4~5% debuff is worth it is up to you..

The debuff is so small, I do not think it is worth slotting. 3.75% base to-hit debuff. You will not hit the regen cap on your own. If you want to hold aggro, after slotting for Heal, 2 Taunt duration in RttC is strongly encouraged because the base duration is short, but 2 Taunt IOs will make it much more effective.

Tactics are for those who do not have a big enough hammer. Wisdom is knowing how big your hammer is.
I still say the -tohit is too small to make enhancing really worth it, especially since the +regen is so huge. It is one of those few powers I'd actually suggest enhancing past ED to get the absolute most out of that +regen.
Never want to go past ED.
My favored slotting for RttC is numi: heal, heal/end, heal/rech. And then discouraging words for s/l def.

Mine has 3 num and 3 miracles with T4 spiritual for about 131% enhancement. I usually agree with Ultrawatt, but this time my 150+ hp/s with full rttc dissagrees.
yes there is a cap, no you cannot get there on your own
Is there a cap on a Brutes regen? Cuz if there is I think I wanna put a to hit debuff in Strength of Will. Or is the de buff there so small it is not worth it?
