May run laptop for CoH, will it be enough?

My friend is looking to getting a strong laptop so that he can play CoH with at least performance --> recommended graphics level and not die of lag. Before he went out buying a brand new one i told him to check the specs of what he's got now and see if it'll work.

Here's the summary:
Processor - AMD Athlon(tm) Processor TF-20, ~1.6GHz
Gfx Card -ATI Radeon HD 3200 Graphics
Display Memory: 891 MB
Dedicated Memory: 253 MB

Ask this in the tech issues forum as it's a way better place to ask it. My guess is it could be run, but on low settings.

I would agree: minimum settings only. I did a search on your card, and the results looked like your card was ancient and out of date three years ago.
