Attempted Emp/Dark Defender
Im building this toon for my wife, not all that easy as ive never played a 'fender but here are two builds, the first has range and s/l defense, the second just range but has Thunderstrike so if she gets in trouble she can use that along with dark pit for a total of mag 4 stun. This is intended as a fairly budget build atm as she is just getting back into the game after a sabbatical.

Personally unless this is intended as a primarily solo build I wouldn't sacrifice that much recharge for any sort of defense. Teamed my defense comes from, in no particular order, inspirations, teammates and my Auras (and in the case of Dark Blast the baseline To Hit Debuff of the blasts).
I would prefer to see more slots in Regeneration Aura. Love to see Hasten in the build somewhere. Like to see more slots devoted to Fortitude, like to see some Endmod for helping dealing with powers (typically Nukes) by getting over +1000% recovery in AB.
Out of time for posting for now.

Even in a duo, fortitude can kick your scrapper up a notch with some better slotting. Is this a level up build? NOTHING precludes taking Adrenaline Boost.

1. Now has hasten , perma with Spiritual Alpha and the Force Feedback proc is in torrent for good measure.
2. AB recovery is now 1105% and also perma
3. RA slotted (for recharge bonus rather than frankenslot)
Fortitude I haven't added to as this toon is mostly for duo'ing and I don't need more def or tohit bonus. In a larger team situation an extra 17% defense should be more than enough for them and if its for one or 2 toons its possible to double stack on 3 toons or triple on 2 giving 34 or 51% respectively.

Some quick thoughts, Fortitude doesn't truly stack (from a single caster) outside of casting before and after entering a door/zoning situation.
Unless the wrong build was posted AB is still at base 800% recovery value. Regen has been enhanced by Doctored Wounds ... but there's no Endmod in Doctored Wounds (only Endred). My typical slotting would be the 5 Doctored Wounds and an Endmod/Rech IO usually from Efficacy Adaptor but obviously any Endmod/Rech set IO could be used.
What reputation or relative level of mobs do you expect to routinely handle? Against +3 or higher mobs it will suffer more misses than I would be comfortable with personally. The partner/teammates with Fortitude should be okay via Forts substantial base To Hit buff but the build itself could use some loving in that direction. Anything that does serious to hit debuffs to you could get very painful, Carnies for example. Consider swapping out Life Drain and Stealth for Maneuvers (to keep the LotG) and Tactics (6 slot GSFC for the +def or less for just the To Hit buff). You have HA ... you shouldn't need Life Drain for either the healing or the debuff. The To Hit from Tactics will make a huge dent in worries about hitting +3's and +4's (as well as countering debuffs from such foes).
If you are going with defense ... go more if possible. As with most AT's you've no DDR (Defense Debuff Resistance), the first 'lucky' hit with likely be the start of trouble (cascade defense failure) as the common -def are in the neighborhood of 7.5 to 10%. Aim for 52 to 55%, with that amount of defense it'll take two debuffing hits before you go below the magic 45%. A single hit is roughly 1 in 20 event, two hits stacked is roughly 1 in 400 event. Short of that pack lucks and monitor your defense.

You know, if you actually SLOT Scorpion Shield you won't need to cram quite so many defense bonuses in your build. It's 15% base for a defender. Slotted like you have it, it's giving you less than 20% slotted. Add some more slots to it and you can, say, take the slots out of Brawl and put them somewhere they'd actually be useful. You slotted Stealth for more defense than you slotted your defense shield, that's just goofy. Stealth suppresses in combat, Scorpion Shield doesn't. Take that slot out of Stealth, put it in Scorp. Shield
I'd pull the slots directly out of Brawl and put them in Scorpion Shield. You will get your 3.75% back from slotting Scorpion Shield instead, and you'll gain some Energy defense as well.
And I'll reiterate what others here have said: Slot Tenebrous Tentacles and Night Fall for damage instead of debuff. Unless you want your wife to feel like she is just standing around healing occasionally, watching you kill things. Posi's Blast is a good set for those powers, and they give you some recharge.
Also, check out snipe sets for Moonbeam. If recharge is your goal out of the slotting for that power, I'm pretty sure one of the snipe sets has a 7.5% bonus. And the snipe sets are dirt cheap, because very few people actually use them.
