Character Copy Only Lists Original Region Servers

Similar to the problem posted in this thread, the Character Copy Tool only lists the Game Servers from the original Region of your account.
My account is an NA account, so I don't have the option to Copy any characters I made on any of the EU servers to the Training Room or GR Beta servers.
