Cold/ice Defender or Corrupter
If you want to get a corr to 50 just for damage from reactive, then that's your call. If I'm doing it for the damage, I would rather roll Fire/cold, or Fire/storm though. Just remember that they could change how reactive works and thus cut way into the added damage one of the builds does.
The damage modifiers for ice storm and blizzard are the same for defenders and corruptors. I chose to go corruptor for my first Ice/cold. Leveling up is the biggest difference. Cold gets heat loss at 38, compared to defenders at level 32.
Defender's cold has different buff/debuff modifiers such as: 0.625 recovery for caster on heat loss (defender); 0.5 recovery for caster on heat loss (Corruptor); -30% resistance for 30 sec on heat loss (defender and corruptor); -300% recharge (defenders and corruptors)

What i meant was the in game stats on ice storm says it has 76 ticks of cold and 76 ticks of smashing damage. It essentially has 152 ticks as compared to just 76 ticks in powers like RoF or sleet.
Sleet/freezing rain (the storm version) do have different pets from the damage rains, the ticking is different.

Currently I have a 50 Cold/ice defender. With reactive the way it is, would it be better to switch to a corrupter for scourge? It might not be necessary as stuff dies anyways without scourge. Would the difference be that much larger.
Also as far as rain powers go- Reactive in ice storm should do twice the amount of damage as compared to rain of fire or sleet? It ticks twice the amount the others do but im not sure about this?
