Why would Vanguard reward a Loyalist with an MVAS ?
Wow. . never realized I had such a great idea goin'. .
How about scratch the whole lore / canon aspect and just come up with any kind of rationalization. . serious, humorous, bizarre, whatever. .

Due to the constant deaths of vanguard operatives at the hands of the Rikti, Lady Grey decided to branch out to recruit Praetorians. The Resistance agreed on the condition that the Vanguard Base be used as a Headquarters to plot against the Praetors. However, Lady Grey wanted help from everyone so she gathered her best infiltrators and had them give MVAS units as an incentive to join Vanguard.
So it's not actually a reward. It's an incentive bonus.
The reward may not have been willing given.

Anyway, as a forum game, setting aside marketing and game mechanics and such, come up with a lore / canon based explanation as to why Vanguard would reward a Loyalist with an MVAS.. Best explanation wins.
