Do you have to log in to get Lucky (7 year anniversary badge)?

I believe the "ding" we normally get is simply not working for these 3 new badges.
Otherwise I think they are as you would normally expect them to be.
Lucky is the 7th year anniversary badge and is a character-based badge like all the other anniversary badges.
Loyal Customer and The Constant are account-based badges.
Loth 50 Fire/Rad Controller [1392 Badges] [300 non-AE Souvenirs]
Ryver 50 Ele� Blaster [1392 Badges]
Silandra 50 Peacebringer [1138 Badges] [No Redside Badges]

Nice, I just logged all my 32 characters last week for badges which didn't need it, now I have to do it again...

I've started logging in my characters to get this and the vet reward badge and I noticed something. The badge just seems to be there when I log in. I don't get the award 'ding' you usually get when you earn a badge.
I just logged a character who earned "clubber" the second she logged in, but no message regarding Lucky, Constant or Loyal Customer?
Are these account badges?
