Ok. On your desktop click on start and then control panel.
Then click on Appearance and Personalization.
Under Display click on Make text and other items larger or smaller.
If it is set to 150% then change it to 125% or 100%.
Having this set to 150% causes CoH to distort.
Your icons and text will get smaller but unless you have really bad vision you will be used to it after very little time. If you can't get used to it then I suppose you can switch back and forth each time you play CoH. There might also be a way to have it automatically switch modes but I'm not aware of it.

This sounds like the same thing that happened to me if I'm getting the right mental picture of what is going on. You log in, then you can't actually fill in the place where you put your user name and password because the screens too large, compared to how big your screen actually is? If so, I think all I had to do was switch to windowed mode. I just kept clicking one by one the options for the launcher until it worked, iirc by right clicking on the cox tab in the installer.
Actually, I had to check the box that was disable display scaling on high dpi settings. I'm sure something else must be borked on my computer to cause this, but it ended my frustration.
Well my first question is what resolution is your normal desktop running at? You have an Nvidia 550 which is a very powerful card and very capable of running very high resolution monitors but your CoH Helper report doesn't show what this is.
A Simple way to find your current resolution -Minimize all your windows until you are looking at a clean desktop and the right click anywhere. This will bring up a menu where ever your clicked. Look down this menu until you see "Screen Resolution" near the bottom of the list. Left click this and another window will pop up listing your Monitor Brand and Model, your screen resolution, and orientation.
I suspect that your resolution is 2400ishx1600ish or higher which is making the CoH screen appear very small as it is running in 800x600.
If this is the case the solution is going to be changing the CoH resolution, but unfortunately the only method I am aware of to do that is from inside the game. I'll do a bit of digging around and see if I can come up with anything. I know there used to be a 3rd party program that allowed you to change some of the in game settings but I don't think it is supported anymore.
Meanwhile, if anyone else knows how to actively alter the game settings (Screen Res, Windowed/Full Screen Mode, etc) from outside the game UI please post it here.

You can set the resolution for CoH manually in HKCU:\Software\Cryptic\Coh\
The values you want are ScreenX and ScreenY which are the horizontal and vertical resolutions respectively. For EU users it's euCoh instead of just Coh.
You could also just set the fullScreen value to 0 which will cause it to run Windowed and allow you to easily resize it to just short of your desktop resolution and/or change the display settings ingame.

You don't have to mess with the registry. Are you using the NCsoft Launcher? If so, click the arrow pointing down in "CITY OF HEROES" and select Properties; then add this to "Extra Command Line Parameters":
-screen 1920 1080
That assumes you are using 1920x1080 as your display resolution, put whatever resolution you want in there instead.
If you are using the old style launcher, you have to edit your shortcut and add the parameters at the end.

I created thread last night asking for help and realized I didn't run the COH Helper correctly so I'm going to try again. Hopefully I can't get the right information this time.
I'm not very tech/computer saavy so I don't know the correct termnology of what I'm trying to explain but I'll try my best. I purchased a new XPS after a few years of taking a break from COH but I missed the game so much I decided to come back now. The old XPS I had was fine but I'm having a problem with this new XPS's, is it "screen resolution"? I've been researching Google and YouTube for days now because I was determined to solve this problem without bothering anyone but I was not having any luck.
I believe the issue has to do with the max resolution of COH compared to my labtop's display and if I could even get into the game and play with the setting I could try to change the resolution and maybe solve the issue but the log in part on the right side is cut off by the black borders so I can't even get the mouse over there to even type my username and password in to log on.
I've followed Hyperstrike's guidelines for running the COH Helper and HijackThis; which was very well explained by the way! He did an incredible job breaking down those instructions for not so computer saavy folks like myself. Someone be sure to thank him for me if he never sees this himself. I'm sure a lot of people are very grateful!
I'll post the specs first, then hopefully the COH Helper report, then the HijackThis thingy and hopefully someone will smile upon me and offer me the help I need. I would be ever so appreciative if you did.
