In each power there are 4 possible tier 3's. You need any two of those to create any one of the 2 possible tier 4's for that specific power.
There is a scroll bar in the recipes, scroll down.
Both Tier 3s need to be from the same Incarnate tree, though. (So you can't build a T4 Musculature out of a T3 Musculature and a T3 Cardiac, for example.)
They also can't both be the same T3.

so, in game i thought i read that you have to create a tier 4 from from two tier 3s, specifically it always seems to mention the ones closest to the center (i thought), but in the Wiki i see any pair of tier 3s. Any clarification?
