When level pacts were introduced, the Devs said that they'd consider expanding them based on datamining results. I'd assume that this means that they have the means to tell how much the pacts are being used, including how much XP a character earns for themselves, as opposed to XP granted to them via the pact
I find it more likely that there are only 6 characters who went 1-50 without the aid of the pact system. For one thing, I know at least 3, possibly more, characters that hit level 50 in Praetoria (all using pacts) - I doubt I personally know half of the characters that Posi is talking about.
