General question about a BU proc and a toggle.

Neither. It will have a chance to proc every 10 seconds.

My in-game spell check is 6 slotted for damage.

Note that it will only proc on YOU. Not your pets, not your teammates, not anyone else in the area of the power.

Am I correct in thinking that if I were to place that Gaussians: Chance for BU into say, the crab spider TT:Leadership, that it would attempt to fire every time the toggle pulsed, or would it only attempt to work when I actually clicked it?
