rebirth incarnate power counts toward healing badges when teammates are at full health emapthy powers dont which one is broken :S

Which of the Rebirth incarnates is counting towards the Healing badges, all of them?

Left side increases maximum health, which actually gives you health to heal, which wouldn't be broken at all. Otherwise, yeah, it's the incarnate.
