After thinking about this, I think I'll have to roll one for my stable of alts.
One thing, I don't get just throwing the numinas in RttC. RttC is one of the best powers in the game and needs to be six slotted. I do a mix, and do switch it around on respecs & second builds.

I'm thinking my favorite now is two Dark Watchers including the proc, Two from a heal set, maybe Miracle, getting me 2.5% recovery, uh...maybe another tohit debuff...don't really remember.
But in a key, epically amazing power, I always six slot. RttC is a proc holder, if nothing else for those other two slots, and there are good damage procs to be had [again, if memory serves.]
disclaimer: I run this on a kat/wp scrapper, so not exactly the same, but a tank might/should have the mobs clustered around him even longer.
