Tar Patch vs. Quicksands
With recharge you can have multiple Tar Patches out too. Tar Patch and QS have the same duration (45s) but Tar Patch has a 90s recharge whereas QS is 30s. That means QS is more than perma right out of the box, whereas Tar Patch needs recharge slotting.
On my Fire/Dark Corr I can doublestack Tar Patches all the time. 3 Recharge IOs or SOs will make Tar Patch just about perma without any global recharge or Hasten.
As for why Tar Patch takes longer to recharge, while the powers are almost identical, Tar Patch has -res whereas QS has -def. I see Tar Patch more as a -res power which does slow, whereas QS is primarily a slow power which happens to debuff defense. If Tar Patch recharged as quickly as QS you could get 2-3 of them out trivially easily from very low levels for 60 to 90% -resist. Which would be insane.

On a BAF my Earth/ice/Ice Dom is laying down reallly large patches while my Sonic/Dark lays just one?! |
If you're asking why it has a longer recharge time, it's because it has -DR, which is a far stronger damage multiplier than the -DEF from QS.

No, I know that multiple applications are possible. I was on a BAF the other night and I had my Recharge buffed to %200 and I noticed that I couldnt apply a second tar patch.
I tried this several times and two different /Dark Corrs couldn't apply a second tarpatch.
Yes I know tht you can perma QS with 2 Rech IOs but I havent been able to drop two tarpatches regardless of my Rech

I hate to say this, because I usually like to give the benefit of the doubt, but I can drop two patches on a level 26 Corr as long as hasten is up. its not terribly difficult. There must be something you're doin wrong.

I'll try again outside on a BAF. I manage to QS an entire walkway since I can have 4-5 QSs at a time.

I believe that placing a patch/pseudopet is far more server intensive than using a power that targets an enemy. Not sure exactly though.
I suspect the effect at work here is that when the server is lagging heavily, your power icons will claim the power has recharged long before it actually has, if the lag is severe enough. Cutscenes also have this same effect - power recharge is halted for their duration, but the icons keep on truckin'. Obnoxious? Yes.
