Notice the slashes in the file path?
Back slashes with forward slashes don't mix well.

For unknown reasons, the error messages LOVE to combine \ and / in the same path. >.<
Tip: For Windows users, you don't have to reboot. Just bring up Task Manager, sort by Name, find cityofheroes.exe, click it, click the End Process button, and say Yes when it asks if you really wanna do that. Ta-da!
