Assuming you are looking for feedback on that build, here is my advice:

I notice a number of problems with this build.

1. Hot Feet doesn't have nearly enough endurance reduction. It is a complete endurance hog. Either frankenslot for damage/endurance or use the purple set and a microfilament. Obliteration is the worse possible set unless you are just using the power as a mule. At the very least, add another slot with just an endurance IO. Also, plan on adding 1 slow IO (microfilament is perfect). Hot Feet is 70% slow unenhanced and the cap is 90% so it doesn't need much, but the extra slow is very noticeable and beneficial.

2. Swap the slotting of Frozen Armor and Maneuvers for a significant boost to defense.

3. Ice Storm seems woefully underslotted.

4. Put stealth IO in Super Speed for true invis and drop the knockback IO, it isn't needed if you get perma-Dom (unless you are really crazy about the few cases were some mobs have high magnitude knockbacks in which case you'll want at least 12 knockback protection).

5. AOE damage is lacking. Try picking up Bonfire or Fire Breath. Bonfire is a lot better than many people give it credit for especially when used with Fire Cage's 12 sec of anti-knockback.

6. Flares seems overslotted to me (anything more than 3 ... you could probably get away with 1 or 2). While Decimation does have good set bonuses, no amount of slots will make this power anything but a filler while other, better powers are recharging. The extra slots could probably be used more effectively elsewhere. This is mostly my own personal preference, I've seen a few excellent builds that had this five slotted with Decimation.

On my fire/fire/ice build I was able to get perma-Hasten, perma-Dom, perma-Dom without Hasten and soft capped S/L defense while having good single target and aoe damage. Given the amount you are proposing to spend on that build, I'd definitely try doing a bit more optimization.

Why does everyone put the throwaway Basilisk's Gaze into their single target hold? It's only the best and most flexible control power you get, why you'd want to gut it for a crummy 7.5% recharge boost when you're already over the perma-hasten threshold is beyond me. Franken-slot it for damage and hold duration. I use 4x Devastation/2x Lockdown for a nice 6% boost to global damage, plus solid numbers for virtually every aspect of the power.

It's not just the 7.5% recharge, many go with Basilisk for the ranged defense as well.

I like 5 from the PvP hold set plus a damage/--- Anything from a ranged damage set. Works well for me, but I do also run Musculature so I'm not missing as much damage as if I had another alpha.

Blades tweaked this build for me and posted it here.

1. I did swap the slotting of Frozen Armor and Maneuvers.

2. Flares helps my dps because it recharges so fast that I can use it between blaze and fire blast and not miss a beat.

3. I do want to find a good Hami-O for my Ice Storm, I just haven't gotten around to it.

4. My AOE damage is actually pretty good. Not nearly as good as my plant/earth/ice dom, but good enough for me to farm the TV mish in grandville. Sleet definitely helps to debuff mobs.

5. I don't really have a problem with endurance because a. I don't have hotfeet on all the time, only when I am in the middle of a mob, and b. I have consume recharging so fast that I can perma it easily. So if I wanted to have hotfeet on all the time, as long as I keep hitting consume I could make it work.

6. I just have a 50 run speed IO in super speed at the moment. I have stealth toggled on all the time so a stealth IO would be overkill.

I mainly wanted a lot of recharge for this toon, and I have 135% w/o hasten. I went with spiritual for my alpha and I am in the process of working on opening my other incarnate slots now.
