If you are going to emphasize storm then it makes more sense to go defender, you get better debuff values. If you don't want to go fire as a primary, while it pains me to say it (since I dearly love corruptors) but this is one of those instances were the defender is going to be better. Fire/storm is a beast of a character but if your MM partner has any kind of aoe your typical fight combo will be sleet, fireball, rain of fire...next. On a decent team with any kind of aoe it is somewhat boringly easy.
Some reasons why I think the defender would be better if you specialize in just that set.
1. You get the storm powers faster.
2. Lighting storm does more damage on a defender (its very slight but they do get more damage out of it)
3. As a duo you will still get a pretty good damage buff (I dont know the math but it is something like 20% and scales down as add teammates). Really not sure about this ask on defender boards they will know the values.
4. You get to skip gale (a decent power but kind of redundant if you are good with hurricane).
5. Can't swear to it but tornado wont scourge (I don't remember it scourging at least) because it is a pet doing the damage and not you...and the damage values are identical between corruptor and defender. So getting it earlier is clearly advantage defender.
For it to be better on the corruptor you need to take full advantage of scourge and for that you need some decent aoe in the set to get the mobs health down to scourge range and then a damage over time ability to finish them (rains are best but any DOT works to some degree).
Storm works great with fire, and ok with dual pistols, assault rifle, dark blast. Probably in that order. I have a dark blast/storm that is pretty fun lots of synergy and very controller like but dark blast is an aquired taste (I happen to love it but it is very quirky). I also tried a rad/storm toon and was dissapointed in that combo, it looks good but unless you can afford to buy a lot of damage procs it probably is not a good pairing with storm.
corruptor side fire/storm and sonic/storm are great. And storm/sonic for defenders is great.
Probably my favorite toon to play now is my fire/storm. It melts the enemies very easily.

I love it, I get a 'try a defender' in the corruptor side and 'try a corruptor' in the defender side. Someone pointed sonic out to me on the Defender side too, so I'm gonna give that a shot, even though I couldn't get the defender side buff to kick in. In a couple of tests, the Defender did exactly the amount of damage that the attack values predicted in the level slider. Corruptor damage was equal, too. Is there something wrong with the Defender innate ability, or does it not work in Praetoria?

...and I'm really trying to focus on the Storm powers' damage. I currently have a storm/energy defender that I really love (tornado and lightning storm make me giggle every time they zot and fling something against a wall), but I was wondering if the damage on a corrupter would be that much greater given the 20% dmg boost (I mostly plan on duoing with a MM). Is Scourge significant enough over time to out-damage a Defender's capability? I'm pretty sure scourge affects Thunderstorm, but does it affect Tornado as well, or am I wrong on both accounts?
Frankly I just like the Storm set, I'm not so worried about primary, but for completeness' sake...Electric has good concept synergy but I don't know if I can stomach the few real attacks in the set or the mediocre electricity sounds. Still, the potential to regain end is hard to ignore completely when you're summoning storms and 'nadoes repeatedly. Fire seems like the most obvious choice for primary because of the high damage set, but it's not my favorite and I'd rather go with pistols for attacks even though I'm having a hard time coming up with any sort of hero concept for pistols/storm. Ice blast irks me even more than fire, I just can't get into that set.
So, to recap: I want good damage from storm. Ignoring the potential defense bonuses from the Defender set, *does* it make more sense to try a corrupter for damage rather than duoing as a defender, or will it not work out the way I expect?
