Decimation: Chance for BU (and pseudo pets)

On summoning the pet, the proc would attempt to fire on you. On the pet using a power that could slot the power (ie, single target ranged attacks), the proc would attempt to fire on the pet. Whether or not the pet can be buffed by the proc should it trigger, I'm not sure.

The pet will receive the build up. For example, if you slot a Soulbound Allegiance: Chance for Build Up into Storm Summoning's Voltaic Sentinel, every time the pseudo pet attacks it'll have a 16.6% chance to cast a build up effect on itself. I have confirmed this myself, it does work and the pet is buffed by the damage. This should go for other pseudo pets aswell, and for other procs.

If I were to put the Decimation proc into Lightning Storm, who gets the benefit; the 'pet' or the player?
