i know it would have a chance on activation and it would only proc on you, as to whether it can have a chance to proc every 10 sec while the power is active i am not sure

It would have a chance to porc at activation but thats it and porcs only affect you or the enemy not team mates.
Youre far better of slotting it in Stamina where it could proc every 10 seconds.
