My choice would be thunderstrike or burn. Your going to be spamming them so it gives the most mileage.
I'd repalce the +recharge proc in lightning rod for another dmg proc. Since it is a pseudo pet it gives the +rech for each enemy hit to the psuedo pet instead of you. The only one your character makes use of is when you click the power. You might aswell have it in a single target attack the way it behaves.
Either LR or burn. I believe burn might end up getting more mileage out of the proc.
And yes, splitting it up 3/3 would be a horrible horrible idea. That rech is the reason you get purples.

Put the purp set in TS and the FF proc with it. This is the smartest thing you can do with an elec/fire PvE or Farming. This is coming from someone who has made over 8 respec changes to his elec/fire to see what's best. Also if I were you you should slot a ful set of oblits in LR, no need for having 2 FF procs, it's on a 10 second timer and TS is such a low recharge that if it doesn't proc you can try again in 3 seconds
i have made my own elec/fire build and im wondering where to put armageddon?
im thinking a 5 slot in either Lightning Rod, or Thunderstrike...i figure that thunderstrike has a 3-5sec recharge in the end and i can use it more. and Lightning rod has a 20-25 sec recharge and does more damage. both have a force feedback chance for recharge.
i thought about splitting it up and putting 3 and 3 but that would take away from the 10% enhance recharge...
or am i in the wrong place completely? burn? blazing aura?
