Need Help Massive Gameplay Issues

I recently decided to return to COH/COV/Rogue after a 2 years break to pursue other interest.
Saw alot of interesting things about the new Going Rogue expansion and decided to try it out.
Love most of it but that isnt the problem. The problem is that i cannot play it w/o massive Spikes of what appears to be graphical "lag" When i am in missions and activate powers or have more than one or two enemies beating up on me the game is totally unplayable. Frames drop to like 2-3 frames.

From my previous experiences with running COX i knew that before attempting to play this again i would need to update my GPU because my previous one crapped put on me. I purchased an Visiontek Radeon 5670 2gb ddr3 card thinking i would be good to go. Uninstalled the Crappy geforce 6150se that came in my machine. Uninstalled its drivers. After a reboot I popped in the new card, installed the updated drivers, rebooted again, and thought i was good to go. The game itself renders beautifully with the card. No lag in zones running around not really doing much. I go inside a mission get attacked by the mobs and i experience the most terrible frame rate loss ever.

Having had bad experiences with Visiontek cards in the past i take the card back and exchange it for the XFX Radeon HD 6770 card. Repeated the steps above. Same thing happens. I aint a genius of any sorts and my typing sucks but TWO different cards from two different manufacturers tells e something else is going on. I have tried so many different things nothing seems to help.

If anyone is willing to help me out here my pc specs are as follows

Windows Vista SP2
Ram 7GB
Processor AMD Phenom 9650 Quad@2.3ghz
GPU XFX Radeon HD 6770 1GBddr5 PCIex16
Sound Realtek High Definition Audio Card or w/e

All drivers were updated by me and not through the windows system update although my system is up to date. So i have the latest drivers for all my hardware and by all points this game should be blazing alive. So i dont know what it could be. I was thinking maybe bad drivers and actually went through a few of em but all didnt seem to work well with coh. I dont know what else to do besides throw the computer out the window and jump out after it. ITS DRIVING ME CRAZY!!!!

O btw yes I have check for viruses , malware and the like. All my antivirus definitions are up to date. System appears totally clean. Norton and Malwarebytes claim i am good to go on that front cause i was thinking maybe i had roaches in my pc.COX and the NCSOFT updater have both been given thier exceptions through the firewall and arent hindered through that.

If rolling back the drivers doesn't help.

Run these two programs and post the results.
CoHHelper and Hijackthis

Also, do you have logging turned on? If so then turn it off and see if that helps.

Also when in game do the following two commands. /showfps 1 /netgraph 1

You will in the upper right be able to see what your fps actually is. This will show how well things are running before combat and during combat. The lower right will show you your netgraph. Red or yellow will mean a bad connection is slowing you, not your card performance. To turn those two off just type /showfps 0 and /netgraph 0
