AE Recipe reward rolls - issue?

Just wanted to see if anyone else has encountered this problem.

Had about 1000 AE tickets and decided to try my luck at rolling for random level 50 bronze recipes. I was on my level 50 toon, with the slider set for 50 and ended up getting TWO level 25 recipes and ONE level 30 recipe with the rest all lvl 50 recipes.

Here is the response I got regarding the ticket I opened on this from a GM

Keep in mind that some of the sets of recipes in the Bronze tier have level ranges that don't go up to 50. In fact, most of them don't. So depending on what was granted, 25 and 30 might be the highest levels that recipes from those sets can go.

I have repeated to them that my slider was set at level 50, and of all the hundreds of times in the past that I rolled my tickets for bronze recipes ON A 50 SET AT 50, this is the first time I have ever gotten recipes lower than level 50.

Has this happened to anyone else recently or is this one of those "one in a million" type of bugs that just happened to get me that day?

The slider doesn't do anything on random rolls. Which level range were you rolling in? If you roll for level 25-30 bronze recipes, you will get recipes that exist in that range, even if they max out below 50.

what the GM says is actually true, there are plenty of recipe sets which have much lower lvl caps

for example the miracle set caps at lvl 40
