Who Is Contact For New Villain Strike Force?

First you need a new special Tip mission. They're easy to get, and drop regularily, even on a level 50.
Then you go to the guy in Sharkhead. He's way back by the water, between the AE and the Ferry. Closest to the AE though.
His name is Mortimer Kal
awakened death 50 necro/dark mm, Necrospider 50 Crabspider, Death's Hunter 50 claw/regen stalker, Inhuman-Rampage 50 DM/WP brute, Xander the Protector 50 Kat/sr scrapper, Phantom Force 50 Ill/Rad Controller, Friendly Persuader 50 Inv/Wm tank

He's a little outside the Sharkhead AE building. His name is Mortimer Kal, look for a guy with a beard and wearing a high-collared cape.

When running the tip mission, you'll be taken right to the contact as part of mission.
