Fire/Fire Tank Burn question?

I've been away for awhile and while on a BAF last night someone was saying that burn has lost it's fear component. I did a huge search and have not found anything that says this is true. Does anyone know or have a link to anything speaking about this?

TYVM! I guess I'll have to use one of the 10 respecs I have available and play with him again! LOL

On my fire tank i always had burn it has other benefits then far at that time.
