That's correct, you can now get Shards below 50.

Once you've unlocked your Alpha slot, any enemy that is even-con or better has chance to drop a Shard, regardless of what level you are exemplared to.
...I forgot what experience means.
I am working on my first T4 Alphas for my 2 main toons, and need shards for the FotW's. Someone had mentioned to me that we can now earn shards when exemped on missions under 50. Can anyone confirm?
