I had City of Heroes installed to my D drive for various reasons including space concerns.
I recently (like everyone else I assume) had to "upgrade" to the new launcher. It didn't tell me that it was going to install to the C drive, and now I have 7 mb free on my c drive and 277 gb free on my d drive.
How can I fix this? Is it as simple as copying the files over and editing a few registry entries?

In the Launcher, right click on the game and select 'Properties'. In the Properties window, change the "Install Location" (hit the 'Browse...' button) and point it at your old installation.
