Attempt to perma a fire/fire dom
Well, a couple of things stick out:
1) You have maneuvers listed twice, so you have an extra LoTG +recharge that you won't be able to fit in without some other mule - the stealth pool is a good one for this, can get 3 LoTG mules out of the one pool (stealth, invis, grant invis). You could take stealth instead of hover or combat jump if you are tight on power pool selections.
2) If you DO stick an obliteration in hot feet, you will NEED a 6th slot for an end reduction IO. The obliteration set gives you like 15%-20% end reduction and thats not nearly enough in hot feet. Oblit is kind of a waste in HF as it gives you a ton of recharge, which is useless in a toggle. But there isn't much else to stick in there if you want recharge unless you can get your hands on an Armageddon set - but thats one of the most expensive purple sets out there.
3) Instead of putting an obliteration in hot feet you could put it in Rise of the Phoenix instead. RoTP will also take a doctored wounds set for 5% recharge as well. Oblit will give you a rez that kills things around you but returns you with like 25% of your health, Doctored wounds will give you a rez that returns nearly all your health but probably won't kill everything around you, although with the huge KB and stun in RoTP I find it usually doesn't matter if they are all dead.
4) Are you designing a levelling char or a final L50 build. I ask that because at L47+ you can cut down on a lot of extra slots in powers by putting L50 common IO's in them - you get about 85% enhancement from 2 L50 common IO's and in powers that you would normally slot 3 SO's, like fiery embrace, you can frequently get by with 2 L50 IO's in thier place. Especially with recharge, since you will have a ton of global.
If there is anyway to get access to Mids so you can run a build it would help a lot - very often I find myself automatically trying to cap recharge in a power, only to find that the last IO I slotted is only saving me maybe 1-2 seconds on a long recharge power,or a few tenths of a second on a faster recharging power.
I tend to agree that purples are not worth the effort unless you are really into farming or this is your primary toon and you rarely play others. THere are a few purple sets that are not too expensive and on a dom I sometimes try to slot them, but a fire/* dom is probably not going to find any cheap ones - confuse, immobilize and sleep are the cheap (relatively speaking) purple sets.

Good catch on the maneuvers typo - I meant to put stealth in there, that's what I get for typing at almost midnight after a full day's work. which also explains how I thought I could take 5 pool choices. :-p I guess Concealment will give me far better returns, especially since I don't think I'd ever turn Hover on.
For Hot Feet, I admit that Obliteration was kind of the only choice I found that fit my concept - the Slow sets give too little bonii for their slots. Pst-47, I'd probably take a slot from fiery embrace and put it there for endred as well. As I said, I didn't try to optimize much beside recharge on this built.
I thought about RotP but I get it too late - this built could be perma around level 36, much earlier than I'd get RotP. That's kind of the aim here, get perma'd pretty much as early as possible, even though that would definitely mean respecing into more optimized slooting later on.
Drop blazing bolt and bonfire. Take tactics and then replace 2nd maneuvers with venge. Lotg in it. Take stealth put a lotg in it. Use the slots from bonfire and blazing bolt to slot up fireball rain of fire and firecages in that order. On review you have 4 pools already so drop hover for another stealth power. This leaves you with speed,leaping,stealth,leadership.

Edit: threw it into mids and huh. I really did drop one of the 7.5's apparently still my version slots your powers better and still ends up with only 3.25% less recharge.
Use Mids' Hero Designer, seriously. Also, reconsider slotting Basilisk's Gaze into Char. You definitely want decent damage on it, the base damage is definitely worth slotting, and recharge is far more important than hold duration when it comes to stacking magnitude.

Like Mag, I'd also recommend adding a damage IO and a Peroxisome HO to Char.
@ Mag - I'd be happy to, as soon as they make a Mac version of it. I'm not gonna sully my computer with Windooze crap just so I can plan my toons easier. :-p Temptation to the contrary notwithstanding.
As for Basilisk's gaze, why would I not slot it in Char? It's one of the cheapest ways (slotwise) to get a 7,5% global recharge, and with 4 of them at level 30, I can get up to about 60% enhancement on both recharge and hold duration.
According to Red Tomax, at level 37 (when I plan on reaching perma-dom) that'll mean almost 25 second of mag 6 hold and 40 seconds of mag 3 for each use of Char. Factoring in the 106% global recharge and hasten, I'd drop from 8 to less than 3,5 seconds recharge. Unless I'm soloing AVs, I think magnitude ceases to be a factor. Slotting Char for recharge, at this point, might drop it to just under 3 seconds but would penalize the rest of my powers. Not sure the trade-off would be worth it.
@ Nicro (and Mag) : I kinda agree, but I'd rather slot my assaults powers for DPS and keep my controls, well, control-focused. I can see where the advice comes from (and I appreciate it) but I'd follow it more on a controller than a dom, I think. Maybe post-permadom I'll move some slots around and add damage to Char but I'd make it a secondary goal, given that both my assault set and my APP are already damage-focused.
@ Chaos - I like your suggestions, although losing the 3-points KB protection of Kinetic Crash hurts (I die a lot once on my back, apparently). I looked around the forums and I suppose 102,75% global recharge would still let me keep my perma-dom while getting much better slottage of my assault powers. I guess I'll find other ways to not get knocked around so much. :-) I might play around the test room first though.
Just an FYI, you only need about 85-90% global recharge with 3 slotted hasten to reliably maintain permadom. More recharge just extends the amount of time you can wait before reactivating domination since stacking it doesn't do as much as it used to.
For single target holds I like to slot 4 basilisk and 2 common damage IOs.
If you can afford it, swap out the entropic chaos sets for decimations as they offer better enhancement (namely ACC).
Just threw this together, this build can easily cap the 6.25% set of recharge bonuses so it's actually kinda difficult to get more recharge without making use of purples.

Domination adds KB protection, just FYI So that limits your need to have to make up the KB protection.

@ Infini - Thanks a bunch for taking the time to put this together - I rather like it ! I think I may be able to squeeze in Fire breath by swapping Tactics and Vengeance for Invisibility. Lets me use a LotG for one less power. I'll try the Decimation angle, although it's much more expensive than EC.
I guess I'll just give up on Perma-Hasten and focus on permadom for a start, I suppose PH just isn't possible short of purpling out.

That's a grand total (so far) of 106,25% Global recharge - AFAIK, enough for permadom when hasten is up, not quite enough either for perma-hasten or "absolute" permadom.
The thing is, I'd rather not have to farm upzillon inf for purple sets, nor do I wanna gimp my powers more than absolutely necessary. So no trading a blast for Smoke, even though the DWD recharge bonus sounds tempting.
Any thoughts on how to get those 4 or so percents I'm missing for total perma?
