Where do I get detailed information for new stuff

With I20 just over the horizon...

I really have an aweful time, finding information on how things are going to work, or the actual process...

Such as go to this guy, located here, get this mission

Mission is about this, but it has new features that are interacted differently in this manner.

You have new IOs or powers you can get and are thus listed and described for you

To get the new powers, you must have these collections of items and these are their relative worth

For instance I19, while I am sure, there are detailed instructions, where were they?

I was able to stumble through I19 because after a few "?" it was fairly straight forward.

From what I can tell i20 is going to be much more complex, and I want to learn as much "official" information as possible to adequately prepare for "D" Day.

Hugs

If there's one thing this game has been weak on over the years it's official documentation. Even the original hardcopy "manual" that came with the game was out-of-date by the time CoH Headstart was over. Basically Paragonwiki has been the closest thing to an up-to-date manual/guide to this game for years now. I suppose it's always been easier for the players to self-document the game than for the Devs to try to keep up with it themselves. Ironically in some areas we seem to know more about the game than they do.

Player guides search especially for things Zombie Man posts.

You linked the same site. The two addresses work the same. It's the wikia one you want to avoid.

*scratches head* the wikia one is bad you are confusing it with the real one. Paragonwiki.com is the official domain which points to the exact same titan wiki you linked.

So why the hell do they have two sites doing the same thing?

They don't. They're just different addresses. It's kind of like having a mailbox and a PO box. You could send something to either address, but either way it'll get to the same person.

Because the site is hosted as part of the Titan Network, hence wiki.cohtitan.com (along with cit.cohtitan.com, tomax.cohtitan.com and so forth), but a lot of people have a surprising difficulty dealing with URLs that have more than one dot in them - excluding those who can't even manage that level of complexity and resort to Google for getting to Facebook - so using the paragonwiki.com domain makes it easier to remember, plus it means that if they move away from the Titan Network hosting the in the future, they can keep the same domain name.

You may as well ask why Paragon Studios also has cityofvillains.com registered.

Plus, the paragonwiki.com address predates the wiki.blahblahblah address. But, IIRC, when they moved off of wikia, they didn't immediately get the paragonwiki address back, so for a while wiki.cohtitan.com was the only valid way of getting there... and then they got their domain back, and had it point to the same spot. Paragonwiki.com's url was already used in countless places, so to prevent anything from breaking they pointed both to the same thing, so that any existing forum posts/guides wouldn't need to be rewritten.

Dispari's Incarnate Guide has much of the information you are after. And, once again, Zombie Man was kind enough to write a guide as well. Keep in mind that the issue is still technically in beta, so things may change before it goes live next week.

If you're like me, you have the English forums bookmarked. To get to the threads covering I20's beta, you'll have to go to the board home. To get there without following the link, or in the future, just click the link at the top right. There's a line of links leading to here: City of Heroes Forums > English > Player help > etc. Just click the one that says City of Heroes Forums.
