You should probably search "PvP Build" into search, specifically in stalker forums. I've heard EM/Nin is good, elso Elec/Nin. But you could say anything is good, but only if you put the time and effort into it i guess. Get Mids hero designer to take a look at numbers and import builds from the forums to get a clearer view of them.
/WP is really cheap and easy. Elec melee has thunderstrike which is broken and can do phat damage (Still better to as though) and claws has build up recharge faster. the rest are all the same. All you need as a stalker is AS, hide, and tro shrakz

Electric/ has been a staple PvP primary since it came out due to Thunderstrike, which is like a 2nd AS when it crits. Go with proc'd attacks, they are your friend.
Ninjitsu still works well as long as you have a good amount of money to spend, same for Regen. Many go with Willpower b/c you don't have to build for KB, it's easy to cap off HPs and has in house perception. Based on this, it is the least expensive of the two secondaries and an easier set to build.

it doesn't matter. pick a secondary with a self heal and primary with build up and just throw sharks like every other stalker in zone now. thats all you have to have to be decent in zone anymore
thunderstike does good damage. CS does good damage(not broken damage like the scrap but good damage and it recharges BU) WP has alot of in set stuff that you don't have to buid for making it relatively cheap.
