I'd say to look elsewhere, you should be able to find systems a fair bit better for the same price range- especially if you're willing to build it yourself.

Digging in a bit farther:
3.1 Ghz processor, dual core - yep, fine.
2 Gb RAM on Win7 64 bit - low. Definitely low.
Integrated Radeon 3000 ...
It won't be a pleasant experience.
The amazon reviews (at least one) mention upgrading the video card, and it does appear to have room to. You'll want to, most likely, which may (probably will) mean upgrading the power supply.

... it has two RAM slots, so a RAM upgrade is going to be replacement, not just adding to what's there, most likely. (Though another elsewhere mentions using just one slot right out of the box.) Max 8 Gb.

Try adding 200$ to your budget to achieve there standard to be able to run CoH on at least recommended settings without lag coming from your system.
