I was hoping I could get some feedback for this build, now after its second overhaul. I've reached the soft-cap, but I was hoping it wouldn't be ludicrously expensive. I realize the LotG +Rchg are expensive, but I was planning on getting most of them through Merits. I also wasn't sure if there were some easy changes I could make to increase some of the other buffs, like +DMG or +RES, and could appreciate any tips for that. Thanks a lot!!

I only glanced at the build very briefly but right off the bat I would recommend re-jiggering a few slots so that you can six-slot Build Up with the Gaussian's set. That will get you 2.5% defense to all three positions. It's one of the biggest bang-for-the-defense-bonus-buck sets out there. That would allow you to potentially drop some of the sets you have slotted for defense bonuses and replace them with sets granting recharge bonuses.

Also, I don't know how much you are planning to use Jacob's Ladder, but that Oblit set you have in there gives very little end reduction. I would recommend slotting any Oblits you decide to use in either Lightning Rod or Shield Charge, since they are on a longer recharge and consequently won't impact your blue bar as much.

I am going to log in and play so I apologize for not giving more in-depth advice. Here's my current (ridiculously expensive) elec/sd build. It might give you some ideas. I'll try to check back in later, but others will likely come and give helpful advice.

Debt barely slows down levelling these days. It's just a little bar that measures how much Awesome you've generated recently. (If you're not getting debt, you're just not trying to generate Awesome hard enough.) -Kelenar

I made a fully IOed out Elec/shield build for about under 2 billion, with no purples. It's not the BEST build, but it absolutely kicks ***, and has soft capped melee/ranged defense. More importantly, it's definitely survivable, as I rarely faceplant unless it's against something like carnies that absolutely ruins your defense. There are a few things that I should probably fix, like putting some hami-os into active defense.

Other then that though, my build offers about 9 seconds less downtime than yours on hasten, has no purples, and I think has some pretty good resists.

Keep in mind for a few things on your build, you should NOT get assault unless you REALLY plan on working on end redux. As it is, your endurance WILL tank, and I had to invest in a numina's and miracle proc with this build to make sure that I can run everything, and even every once in a while I'll get a bit low on end. I couldn't imagine running another toggle.

I also recommend the cardiac alpha.

I appreciate your guys' feedback, and I've made some changes. I six-slotted Build Up, moved some slots around, and changed some enhancement sets for some other set bonuses that I think work better, since the 6-slotted Build Up added so much defense. And I got rid of Armageddon just because I realized it's not worth the insane amount of influence I'd spend for the extra bonuses. How's this look now?
