Thugs/Storm- Build In Dire need of Feedback.

Premise- Ultimate Recharge Build for Thugs/Storm (money isn't an issue)
I've tried to plug away at it as much as possible until I kind of hit a wall at Tornado.

Last 4 powers are only there because I couldn't figure out how to remove powers from mids.
Empty powers I couldn't figure out.
Tornado is a mess, not sure how to slot it.
There are 6 slots I didn't even use yet.
The consensus is that regardless of who casted what, Achilles Heel -res proc can NOT stack as per this thread: http://boards.cityofheroes.com/showthread.php?t=138467

Any feedback is tremendously appreciated, as my brain is now sizzling. (This is my first crack and Mids.)

P.s. yes, Xandier I looked at your guide, I couldn't find enough information about IO's and such on there. A sample build would be a cool addition.

Hi,
I put this buiild together to just send some thoughts in your direction. It doesn't quite have the recharge yours did, but I tried to do some alternate slotting in some powers to make them more effective.

Also, as you selected Provoke, I thought you might be aiming to tankermind so I aimed for soft cap S/L defenses and managed to make it while still getting decent recharge, not the ultimate recharge you got but hopefully it might give you a few ideas and maybe be more effective?

I kept all the powers you selected except I swaped out Super Jump (I use Ninja Run) and selected the aoe immobilize from the villain pool you selected. It has a lot of uses with your build. I believe it has minus knockback in it, so your tornados can do tons more damage without knocking the enemies away.

I moved your Force Feedback from Hurricane to Gale. I don't remember why but I seem to recall it's better in Gale and doesn't work well in Hurricane. Since your aoe immobilize has minus knockback, you can aim Gale at a bunch of immobilized foes and have a lot of chances to proc Force Feedback to gain Perma Hasten.

I put the chance for build up in the 3 thugs since it gives three times as many chances to proc it, but I believe to bonus still applies to all pets.

Gale and Freezing Rain aren't usually slotted for damage sets as their damage is so low. Freezing Rain is one of your most important powers, and is often slotted with procs as I have done here. It makes it lots of fun!

If this doesn't help, I am sorry but maybe there will be at least one idea that will help you.

RichHi, I posted a reply to your question about Thugs/MM build. It doesn't have as much recharge as yours, but hopefully it might give you a few ideas. I hope it helps a little.

2 things I forgot to mention in the post:

The proc in Absolute Amazement set in Thunderclap is bugged and does Absolutely nothing I am told

Also, if you want some stealth, you can get a stealth IO and put it in Sprint, then turn sprint on when you want to stealth.

Thanks much for the feedback, I actually am not dead set on tankerminding with this character. I'm not even sure if it is viable. I took Provoke for lack of a better idea pretty much and I remembered I could get beratements for pretty cheap, for more recharge. My goal is as much +recharge while remaining viable. Whether that means I need more defense or not is something I'm not certain. This is my first take on a build of my own.

Recharge first, everything else second.

EDIT: Yours actually has a lot more recharge than mine somehow. I can't figure it out.

If you want recharge as king, yours looked pretty good, although I think you have to make sure you either have a provoke to tank, though I will check on this, or a good heal like O2, so you are either a tank for your pets or a healer for them.

If you are showing more recharge off my build than yours, I think it means you clicked Gale so it's little green circle is lit up. I tried to make sure I didn't, but I might have accidentally left it on. Putting force feedback in a power gives it a green circle so you have to be sure it's off to get the real numbers, otherwise it gives you numbers as if Force Feedback were permanent, which it can't be.

Maybe mine still gave you some ideas. Having a hold in Thunderstorm is nice for example.
