Slotting Phalanx is a waste of slots. Move elsewhere.
You're probably overenhanced for defense. Particular with parry. Parry doesn't need +def boosting, just slot it up for damage.
Hack can go. You don't need it in your attack chain.
You didn't take grant cover -- you'll be wanting that for the debuff resistances it gives you. The team bonuses it grants are gravy. 1x end redux IO, or a gambler6 as you prefer.
Here is something I threw together real fast, Its far from perfect but should provide some ideas. (No Purps, No PvPs, full time soft cap to all positions)

I was rethinking dropping Parry though. When you exemp down that extra defense could be mean life or death.
I'd probably just 1 or 2 slot it for acc and take it at an early level. Melt Armor or Grant Cover are probably powers I could live without so I'd choose one of those to drop and then adjust the build.
Unless of course you don't expect to exemp much, then its dead weight.
I think I'm going to have to roll one of these now, looks like fun!
P.S. Also take Hack instead of Slash. I just noticed it does better damage.
Edit: Here is a revised build with parry, along with many other changes. It also uses stealth (could be swapped for Manuvers but would use slightly more end) so make sure you set the options (options>Config>Effects&Maths>check box for attacked) correctly or it can be very misleading. I'd love to find a bit more recharge but without using Purps and PvPs I can't seem to squeak out any more.

Melt Armor isn't very useful on a scrapper, the debuff is too small. You might consider One with the Shield instead.
Battle Agility is underslotted, skipping 1 slot there costs you almost 2% ranged and AoE defense, which it looks like you have to then scramble to make up elsewhere.
Minor slotting changes:
The Steadfast unique could move from Tough (where it's mostly wasted over the ED cap) to Deflection for a greater benefit. The Scirocco's proc in Shield Charge doesn't do you much good (average 14 extra damage on a 500 damage attack, and the only set bonus you'd lose is 3% psi defense). Grant Cover is overslotted IMO - you're a scrapper, not a defender; 3% extra defense in a 15 yard radius isn't worth the slots, so just stick in one endurance reducer (or possibly a LotG 7.5) and leave it be. Also, the recharge half of the def/rech LotG's you have scattered is useless in a toggle, replace those with either pure defense LotG's or global recharge LotG's. Replace the Miracle end/rech in True Grit with a heal/end/rech.
Took Sydd's last build and swapped things around a bit. Much better Recharge, Regen and HP all in all. Swapped out Melt Armor for OWtS. Swapped Shield Charge and Slice's Slotting, adding a Achilles Heel Proc for res debuffs. I'd advice taking Cardiac as an Alpha for End Reasons, but it's a start.

Looking across the first page, I see 3-4 BS/SD help threads, however, they are either a few days old, or have moved subjects. So here is my first complete attempt at a build. I feel like it is about as messy and ineffective as if a blind person click randomly around the screen and came up with this.
The goal with this, is to be able to tackle more AoE situations rather than the solo AV killer. Here goes...
