Soft Cap for MA/Shield?

I'm in desperate need of an IO build for my MA/Shield scrapper, I find the whole ordeal just too confusing, could someone engineer an IO build that has soft capped def? A travel power is not necessary because ninja run works well with the toons powers. Help would be greatly appreciated.

My budget is around 400 mil but if soft cap needs more inf I will find the funds :P

Making a build from scratch can take 30-60 minutes. If you're not willing to do that, or compensate someone for their time, why would anyone give you a build? There are other builds on these forums. Do a search, or use a build that is not MA primary and adapt it to make it work for you. Post your build here and we can see about improving it for you.

Your character does not have capped defense. Depending on your AT the cap is between 175% - 225%. Your defense is not teal in the combat window, it can go higher. STOP SAYING IT IS CAPPED! The correct term is Soft Cap.
I enjoy playing in Mids. I specialize in Melee Characters, other AT's usually bore me.

That wasn't very nice. Making a build or working with one in Mids' helps someone understand their power sets better, and make builds on their own. Its the "give a man a fish" or "teach a man to fish" principle.

It looks like an entire build to me, not a frame for one. That build was basically handing him the fish instead of teaching him to fish.

Builds are far from madness. They just take time to understand why certain sets are better in certain situations and certain powers. Mids' does a very nice job at summarizing the data so we can see changes in real-time. Learning to use the tools that pretty much everyone uses to make builds is important if you don't want these forums to be cluttered with posts asking for builds. It could end up like the South Park episode that makes fun of homeless people asking for change. If you give them change, more of them show up and the original problem is never really solved. Learning to work and support yourself is sort of like learning to make builds in this game.

Also, the OP could have simply searched for a build.

The build was far from optimal. And if the OP just wants to take a build and use it, if he uses that build he wouldn't suck, but be far from excelling.

Many times when I search for builds, I poll 6-7 of them, wiegh the benefits of each one, and problems. And then I amalgamate them all. However, I don't think everyone can or wants to do that. I did hint on the fact that it could be tweaked and made better, but if the OP doesn't want to, it's totally up to him.

Seriously, so???

Someone asked for a build. Someone supplied a build. If they want to learn to fish, they can learn to fish. If all they want to do is eat a fish, there's nothing wrong with asking a fisherman if you can have one, and nothing wrong with the fisherman saying "sure".

Why should everyone have to learn how to make a good build? It's a GAME. People find their fun in different ways. I like making builds. Some people just like playing, but want a good build to play with. Nothing wrong with asking for one. Nothing wrong with giving one.

Ditto-ing this for emphasis, and adding that instead of criticizing someone for offering support, or striking down those who request it, look to other avenues to support them. In the situation of someone seeking build advice and direction, why not offer instruction on how to find a guide, or, in fact link to one: http://boards.cityofheroes.com/showthread.php?t=127128 There's been a comprehensive (and still legitimate) guide available on Shield Defense since early '09.

There are guides in the stickies and plenty of builds to be found with the search feature.

It is my belief that if you invest time and effort into something, it will be more rewarding to you in the end. If you just hand someone a level 50 character with a build, they probably won't have much fun with CoH and will likely quit soon. If someone takes the time to learn how to make their own build, they are more likely to keep playing.

And that is your belief, and nothing more than a misnomer on your part. You cannot expect someone else to play the game the way you want them to play it, some people like playing with the cheat codes on. Number crunching and build construction are not for everyone, and that is why many people come to the forums looking for direction in these matters. And in regards to builds and searching, regardless of being stickied to the top of the thread, not everyone sees them, nor does everyone understand what's there when the information may or may not be up to date. How is anyone supposed to know a two year old guide is still relevant if no one says "Hey, this is still relevant." Directing to another source (like a guide or thread on a topic), is far easier than telling them to "do it themselves."

Edit: I don't want you to think I'm trying to breath fire down your throat or anything, but an abrasive response when someone is seeking help (however you may receive their request) is more likely to scare someone away than stay a part of the [forum] community; and that redirection to alternative sources is just as efficient for you to say "I think you should try it on your own, and here's some places to learn."

And it's my belief that people are different and enjoy different things. And even if investing time and effort is something they'd find rewarding, build making isn't the only thing you can invest time and effort in in this game. It's an MMO. There are a VAST variety of things to invest time and effort in.

Some people like role playing. Some people like leveling to 50. Some people just want to play their 50s. Some people like PvP. Some people like making builds. Some people want a cookie-cutter build. Some people are happy with SOs. Some people want to purple out. Some people like making costumes. Some people like to fiddle with spreadsheets. Some people like to play the market. Some people like to farm. Some people like to speed task force. Some people like to design bases.

People enjoy whatever they enjoy. You're being very naive if you think that everyone enjoys what you enjoy, or that they SHOULD enjoy what you enjoy, and should therefore be forced to play the game like YOU enjoy.

The world isn't made up of clones of you. It's made up of other people.

But what if the guy is really hungry at the time and desperately needs a fish or he will die? I say give the man a fish feed him for a day while teaching him to fish. Do you realize how unreliable fishing is?!

Sometimes, I just want to SEE the game, like watching a movie instead of playing a game. So why not ghost it or play in god mode with unlimited ammo?

I used to unlock all the cars when I was into racing games. It's the driving I enjoy, not the points progression or fiddling with car setups in order to win.

I played Max Payne with unlimited bullet time. I felt like turning it into more of a game of tactics than one of twitch. If I felt like twitch, I didn't have to use bullet time, and lord knows if I played the whole game that way it would have taken forever. But sometimes, I just wanted a slow motion fight, all the way through.

I played No One Lives Forever 2 using "only" the katana. Guns... yawn. Having to sneak up on your enemies and slice them to bits before they blew your head off? Priceless fun.

The way I see it, a game isn't a finished product to be played only as the devs originally pictured it, but rather something I can adjust to make it more fun for ME and whatever mood I happen to be in at the time.
