Hi,
I have a sonic/cold pvp corr too, so I can give you some input, based on my own experience (mostly from zone PvP).
Like you I chose to keep both shields on my pvp builds (always appreciated on def-based toons) but I also kept Frostwork since HP is a big deal in pvp. That also means I had to give up phase shift and stick to hibernate as "escape" power when used wisely (provided you'll play on teams, otherwise, it's just a big "kill me stalkers !" flag right above your head).
I did not pick Sleet ant took Shriek instead since, imo, you'll need this power in your attack chain : it's fast and it has -res. I also picked Spirits Sharks (great dmg and -fly).
I think you overslotted Heat Loss, which is autohit. I just focused on recharge, as I mainly use it for its -res ans slow, not so much for end recovery though it can be handy.
Your KB protection is covered but your end is low and your HP can be better : you're gonna need all +HP/+End accolades to make this toon as tough as possible.
Here is my attempt at a build "on a budget" for your toon (that's my current powers, but IO sets are slightly different). With accos on, it's HP Capped and a you will have a better recovery, as well as 41 KB protection. It's low on recharge however.
As an aside, I went for both Spiritual (for Rech) and Cardiac (for Range) T3, still don't know which one is better.
Im pretty sure that it can be improved and a more experienced PvP Player could give you more insightful advices (Im still wondering if I should trade shields for phase shift) :

well a couple things you say have confused me
1. heat loss isnt auto hit? 95% sure on that
2. after heat loss my end should be fine, im not 100% on that either but im pretty sure

there is 2 part in Heat Loss.
One is auto-hit, the other isn't. I just can't tell which is what... My typical slotting will be 3 perf/2eff for the 2 hp bonus.
Both scream and shriek are priority. Shout is a lesser one.
Sleet is not a power to skip and it's easy hp bonus for just 2 slott. And a target who just run under a sleet will be debuffed during all summuned time.
For APP/PPP & escaping power, i'll hesitate with 3 way:
-Hiber + phase
-just Hiber, this give an open choice for the 4th ancillary.
-just phase, then two possibilities:
First will be Psi APP, for dominate & TK. (more offensive build).
Second will be Scorp PPP for grenades & Foccused accuracy. This allow to skip leadership pool and so, grab self-aid for ex. (More defensive build).

I got a couple things... You need more KB protection. I dont know if you were thinking veng was perma or something, but it isnt. your short a bit.'
Sleet is very nice to have.
I would suggest soul mastery for PB rather then power mastery for PBU. Also get a nice ranged hold out of it and a pet for easy HP if you so choose.
Alternatively got Lev mastery for hiber and jaws.
Overall better on HP, but thats about it :/
how much kb prot would you say i need?
oh and no i know that veng isnt perma.
also, do you think i still need a ranged hold when i have screech?
and, do you think it would be best if i worked shout into my build?

Not really sure how I missed it, but your going to have to change up the slotting on SJ back to BotZ KB IO and either 2 jump/ends or 2 micros to get your KB protection back to 41. I think I need sleep.
Only other thing I can think of is drop 2 slots off on aim, drop maneuvers for the epic pet and 3 slot the pet for the purp set for the 32 HP. Really though your good on HP (16 off cap) so you would be losing alot for that. (12.5 rech, 9 acc) Just something else to consider

I added my preferences..
-I removed Snow Storm (super end drain/critter agro/just not a fan)
-removed a few Micro's and 3 Apoc's
-the slotting is based on using the Cardiac program (it's like a free endurance SO in everything and some range in yer attacks)
-I wouldn't toggle Arctic Fog whilst pvp'ing (your resists are capped) unless you've got some -res debuff on you and are being attack by fire/cold/energy damage. I prefer Stealth (which is why I moved the Kismet 6%)
-the Glad Jav D/R and D/E/R are the cheapest from the set, but you could always drop those.
