Don't know the hard numbers but you don't lose any defense bonus from energy cloak attacking or otherwise. It's a constant bonus while toggled.
Cloaks generaly don't suppress.
It gives 3.75% defense base, and its stealth does not suppress in combat.
When something good happens to me, I can never enjoy it....
I am always too busy looking for the inevitable punchline...
