Build critics, I've got a job for you! Following is a build plan (so you'll know what to critique) and a question:

Build plan ranked in descending order of priority:

  • Perma Drain Psyche for invulnerability (5 seconds to full health) and infinite endurance - Achieved - Build goal
  • Huge AoE focus with slow to prevent running (hit slow, hit Rain, hit ball, be amazed if anything is still standing) - Achieved, but if you think a set other than fire would work better here I'm all ears - Primary priority
  • Perma +hp for greater raw numbers HPs−1 - Not achieved, may be impossible without more Incarnate slots - Secondary priority
  • A way to deal with mezzes so as to allow for soloing - Not achieved - Tertiary priority as this is a team character
  • Fly - Achieved - Qaurternary priority as this is just for thematic reasons, if other travel powers will work a lot better for the character I'm all ears
Question:
  • When the End/Recovery suppression from Inferno goes into effect, does this cancel Drain Psyche? Obviously the -100% end will effectively negate Drain Psyche's +recovery, but does it cancel the active move or would I merely need to wait out the three seconds before Drain Psyche throw my endurance back to full in a matter of seconds?

The only real options you have for mez are to build for some kind of defense and or to make breakfrees.

Breakfrees shouldn't be too bad a solution for you, the only toggle you have to worry about dropping is world of confusion. BTW you might want to change your slotting for that power to include the contagious confusion proc. It is actually better than the power itself.

The crash from the nuke is -1000%. I do not know if it cancels out drain psyche. The way I have seen it used though is to nuke, pop blue then drain psyche. If it does not cancel it then it would always be better to have it up prior to nuking though. I know you have the purple set in shockwave but that power slotted right is a pretty damn good pbaoe. The stun componant is only mag2. I would rather have this built for damage based off your goal if you can still keep Drain perma.

It can override the -recovery if you slot for endmod and hit enough enemies. I use it every time before I nuke. Sometimes it hits enough enemies, sometimes it doesn't.

As for the build, I can say it's bad just looking at how Hasten is 6-slotted. You're fine with just two slots if you went for spiritual. Also:

-Hoarfrost is not needed, all the +HP accolades will almost get you to the blaster HP cap(IO set bonuses can get you there).

-I wouldn't underslot Flares, it's really important should you exemp down or get mezzed.

-Absolute Amazment in Psychic Shockwave? oh my. Get an appropriate set in that(Obliteration/Armageddon comes to mind).

Yeah. Drain Psyche offers +75% Recovery per target at its base value. So if you slot DP and Stamina for the ED cap in EndMod, then you'll need to hit (1000 - (100 base + 50 Stamina)) / 150 = 5.66, or six targets rounded up, to negate the recovery debuff. That only puts you at roughly 0% net recovery, though, so in practice you'll need to hit seven.

If you add the Recovery bonuses from Miracle and Numina (and whatever incidental bonuses you may have) onto the above conditions, then hitting six targets with Drain Psyche should result in a positive net recovery value after the Nuke, but not a very large one (25%+ recovery, or about 0.42 end per second).

On the other hand, it's generally more useful to slot Drain Psyche for heal, both because high regeneration adds to Blasters' spotty survivability, and because the -regen debuff is also enhanceable (useful against the occasional hard target). Rightly or wrongly, you'll probably never hear a team complaining about the lack of -recovery debuffs present. You are likely to hear team members fret about -regen debuffs at least once in awhile.

Depending on how tight your build is vis-a-vis set bonuses, you may very well find that you can't slot Drain Psyche for both EndMod and Heal, so you have to ask yourself how much you care about recovering from your nuke. It's also worth pointing out that hitting six or seven targets consistently with a ten-foot-radius power is not a trivial task.

For comparison purposes, an unslotted Drain Psyche gives you ~750% extra recovery if you hit the max of ten targets, which means that you basically can't reover from the Nuke's debuff without EndMod slotting. Or, I guess, the Musculature Boost's +recovery bonus, which would put an unslotted and fully saturated DP at about +1,000% regen.

Acrobatics is also very nice when layered with high DEF. It's by no means comprehensive protection, but it does give you a mulligan against the occasional hold that gets through.

My current preferred slotting for Drain Psyche is:

Touch of the Nictus: Heal
Touch of the Nictus: Heal/Acc
Touch of the Nictus: Heal/Recharge

Efficacy Adaptor: Endmod/Recharge
Performance Shifter: Endmod/Recharge

This gives me:

48% Accuracy
74% Endmod

Hey, different strokes. My builds place a premium on DEF and Recharge, so it's hard to justify a frankenslotted Drain Psyche, especially given that the base power gives me more than enough recovery in most situations.

If you're big into your nuke, then by all means. I don't see much other use for such a slotting scheme, though.

Thanks a lot for these suggestions, I built the hasten pre-alpha slot and at that point it was necessary to have 6 -rech so nice spotting. I also thank you for pointing out the blaster HP cap, this is my first blaster and I missed it. With +HP gone I swapped fire in:

That's a big improvement. Though there are still some things I would change here and there, they are mostly minor.

One major thing you should take a look at is that you're 2 bonuses over the rule of 5 on the 6.25% recharge bonus.

If you don't know what the rule of 5 is, it's that you can't have more than 5 of the same set bonus.
