Allow low-level radio/paper missions for high-level characters

I would like to see a change to the way that radio or paper missions are handed out. If I use my radio in King's Row when I'm level 40, I shouldn't get a message saying that it's beneath my notice. Obviously it isn't, or I wouldn't be doing it!

Instead, I suggest that every zone have a level cap that exemplars you to that level when you choose to take on a radio/paper mission in the zone; doing radio missions in KR would set you to level 10. As normal, 3 or 5 of them in a zone give a bank or mayhem mission, also capped at the level of the zone.

This nicely handles the problem of Praetorian characters that go red-side not being able to get the bank exploration badges, as well.

Of course, they can already team with someone who *has* those missions if they're after the explore badges, too. Not against the idea, just saying there's not actually a "problem" for Praetorians as you say.

It's not impossible, sure, but it is an annoying inconvenience.
It also makes naff all sense.

I mean, you can already get tip missions in zones way beyond your level (Atlas park with a level 50 tip, for example.)
So whats the difference with radio/paper missions?

If there's a purse snatching, do you call out SWAT or the military, or just let the regular cops do their job?

Do you have your top programmers answering calls about "where's the any key?" Or do you leave that to less experienced people (IE, lower levels) to deal with?

It makes perfect sense that at higher levels you've graduated past dealing with Skulls and Hellions - barring something major, they're not going to call you in at level 20, 30, 40, 50 to deal with them. They're going to let Captain McLowbie haul his level 3 butt over to handle it and get experience dealing with those before letting him deal with tougher assignments.

Yes, you - at 50 - can get a tip (not radio) mission in Atlas... to deal with a level 50 threat, not "Bunsen the Hellion and his Five Favourite Flames." Radio missions tend to be with zone-appropriate threats... barring you getting hit with the "BOSS_NAME" bug holding a mission past an issue release and facing stuff much higher than you.

Again, though - not against the idea. Just saying that it's not exactly hard to get those exploration badges *now* with existing tools in game.

After level 25 and if you have Ouro, your broker gives you the third option. See Mender Blender in Ouro.

Of course his dialog will reflect he is not sure who this guy is or where that place is, but he said you would know where to find him. Then you can do 1 of the Mayhem / Safeguard as a Flashback.

You would have to do the 5 missions for each Safeguard / Mayhem mission. But you would still be able to get them.

i think this is a good solution, but instead of broker introducing you to him, he would just be automatically added to your broker list at lvl 25, and then when you filled your 5 paper/radio mishs, if you saw him you could pick any bank mish, or he could give you a random bank mish

Problem I have with that is it removes any element of choice from it.

Why would a Hero not patrol other zones when on a quiet spell, to keep crime in check and stuff? What if would respond to stuff on the scanner anyway, given they are...y'know...a Hero? Sure, throw in higher enemy groups from the mechanics PoV. It'd make just as much sense as fighting Freaks in Atlas from a Tip mission. Or Crey, Rikti, Knives, etc.

And as a Villain it works too. If not more so;
"Whadya mean I can't do that? Get lost, jerk, no one tells me what to do! Now...who can I step on today..? Oooh, someones been stepping outta line, huh? Time to go say hello!"

Just a simple explanation for why it would still make sense. All they'd need to do is have radio missions scale up but on all scanners. Same with papers. Voila. Minimum effort, maximum satified.

Another solution that would work well would be to add all the detectives/fixers to Ouro as mission arcs, with each arc exemping normally but giving you 3 to 5 random radio/paper missions and then the bank/mayhem mission.
