/no to changing arcs into SFs, thanks. Now, if you want him to *host* a SF, sure, though I'm not sure a contact can do both arcs and SFs.
The Conference of Eeeevil is a truly fun arc... but I don't really see any reason to turn it into a SF.
Besides, you don't want to go inviting Nemesis to the party, do you?

Primarily because it's already equal quality to several of the TFs we have, and redside is sorely lacking in SFs comared to blue side. This would help with both WTFs and fostering more desire for redside players.
