Kinetic/Regen Critique and Advice
That... is a very tight build. Good job.
I can almost perfectly translate this into my MA/Reg (the sets are actually quite similar) except for 1 or 2 choices which will actually hurt me to fit with concept. So, thanks for the stepping stone, when I can get my hands on a ton of Touch of Death's, I'll very likely be taking a lot of tips from this.
As for tips to you, trade out the doctored wounds in Revive for one of the other sets (depending on if you want reg or rec) the fear mez resist is all your getting there.
Also, I'm not sure how important the range in that taunt is for you, but triumphant insult set (not that great for enhancement values) lends you another 1.9 s/l defense if you can three slot it.

I put the DWs in revive just to get a lil more fear resistance since regen has no protection to it. It isn't a whole lot altogether, but I think it's better than nothing. The regen/recov numbers look pretty comfortable to me.
As for Confront, I really didn't know what other power to pick besides another toggle. I figured the extended range would be good for pulling or hover tanking AVs if the situation arose. Although I suppose I could drop it for tactics, which you help with confuse/fear and the lesser amounts of acc that touch of death grants.

I ended up dropping Confront for Tactics to get confuse/fear resistance that way. Took the slot from Revive to get Tactics 3 slotted. Plus the Touch of Death set have less Acc than other sets.

Instead of starting a new thread, I figured I'd revive my original...
After reading through some threads about KM's optimal attack chain and then realizing that all the melee defense I originally built does nothing for ranged attacks I decided to rework my KM/Regen's build. Granted she's slowing leveling (at 29 now), but I'm greatly enjoying her.
Most notable differences:
S/L defense (softcappable with a Luck) instead of Melee Defense.
Has Quick Strike.
Has Repulsing Torrent instead of Focused Burst (I'm using torrent right now and love it. additional AoE mitigation + more chances for FF to proc).
Let me know what you guys think or if there's an easier way to achieve what I have as I'm not too fond of slotting up boxing and brawl but will keep it if it's the best way. End game, I'm predicting cycling MoG and SM to mitigate alpha strikes and lucks if necessary while they're down (want to avoid using them mid fight to save some dps - or so I hope).

Started tweaking things and ended up even flipping a few powers.
Switched hover for maneuvers for a bit more defense and dropped revive for SJ for a winter's Gift slow resistance (very important for a regen).
If you don't like those two switches, they can be flipped back. Slots stay the same.
Otherwise, this is what I tweaked. It should be able to run SB - BB - QS - SB - BB - CS, while not optimal, it's definitely good enough and gets a full PS on the CS.

^Professional Katana/regen build thread
Wow that's pretty cool. If there was a way to just softcap S/L I could probably drop Soul mastery for something else.
But alas... you're build got me to brainstorming and I managed to create a build that's softcapped to S/L. However, I think it follows the phrase, "just because it can be done does not mean it should be done" or something like that.
Had to drop Hasten in order to do it, which severely cuts into the overall recharge of the build. The other aspects compared to the other builds seem comparable, though attack power enhancement is questionable. Yay I did it, but I think I shall stick with the 33% build as it is a comfortable middle ground and just requires a small purple to fill in the game. Here's the silly build, though

Getting to 45 isn't really all that magical. Yes it's nice, but if you're making big sacrifices to do it, it's probably not worth it. That's why I stopped where I did in the build I posted. It was high enough without sacrificing much. Even then, softcapping s/l wouldn't be a good enough reason to drop soul mastery (unless you wanted something awesome and different... like water spout). Soul mastery covers *all* your defenses, not just the most common ones. It would still be very useful in a high-defense regen build.
I hate to be the bringer of bad news... but Willpower sucks!!! you're better off rolling a regen

^Professional Katana/regen build thread
I don't have much experience with either of these sets and this character is currently level 11 so this is my proposed endgame build. I tried to build it to achieve a balance of +rech and defense while enhancing regen/hp/recovery. Is it worth having multiple Performance Shifter procs? In regards to Kinetic Melee, would I be able to get a decent attack chain? I was thinking lead off with Concentrated, then some combination of body blow, smashing blow, and focused burst until concentrated is back up.
Any insights to how either set plays while leveling up - and if this looks up to snuff - would be awesome!
