Whilst I agree with you to a certain extent there are several activities that would mean a person wouldn't see the tell or wouldn't be able to easily reply. They could be respecing, modifying their base, messing about with the AE interface or creating costumes or they could just be AFK.
But yeah it is annoying when you don't get a reply

Getting annoyed and reprimanding people for not replying to your unsolicited tell is the epitome of rude.

It can be annoying yes when trying to fill out a team because you dont know how long you have to wait before requesting for somebody else incase you over fill 
I know i sometimes cant reply to tells though because on some alts i have a specific set up of my tabs due to the sheer amount of channels i have up at a time. Some characters have the PMs in a seperate tab on the chat box and i tend to rely on the sound before i look on the tab [while checkign after each mission] so thats my excuse 
@Damz Find me on the global channel Union Chat. One of the best "chat channels" ingame!
If i'm commited to being solo that session, ill look at my rewards tab, which doesn't get PMs.
I'll keep my global channels open and only switch back to seeing PMs if I PM someone out of the global channel.
Also, with the cahnges to how easy it is to communicate with people and figure out wahts going on, i'll ignore "invite me to your team now!" or anything on similar lines to that.

By not answering a tell you are effectively saying that the person is not worthy of your attention.
I find that arrogant and rather rude.

I know for sure I'm not the only one this annoys the wossname out of. Everyone I mention it to agrees, says they find the same.
The lack of replies when sending out tells saying your looking for a team etc.
It takes 3 or 4 seconds to hit reply and just say sorry, soloing or sorry, teams full. Ok, a few of those are received while fighting and get missed or forgotten but for all the rest, it really is no effort to snap off a quick reply.
I can do it mid battle most times, it's not hard and I will always reply to any tells I see as soon as I can.
It's just rude to ignore a polite request. So come on guys, take a hit and lose a health point while replying, it's worth it! You might get replies when you're after a team then.
